Emergency Operation System (SOSEm)
By using water to generate energy, the operation of hydropower plants is always monitoring the volume of rainfall over time. Prolonged periods of drought or heavy rains, which alter normal operating patterns, require specific procedures to ensure the safety of communities.
Known as SOSEm, the Emergency Operation System is an action plan that provides for the measures that we must follow whenever the condition of the river and reservoirs proves to be not following the normal operating patterns. It also establishes criteria for issuing alert bulletins and notices to city halls and Civil Defenses.
In the regions where we operate, the rainy season usually starts in November and lasts until April. When there is a forecast of above-average flows at the plants, we publish the flows daily through alert bulletins for the Civil Defenses of the municipalities.
Emergency Action Plan (PAE)
The Emergency Action Plan (PAE) is the document that establishes the actions to be taken by the company in situations that may compromise the safety of the dam. The same must be available at the development and be forwarded to the civil defense and protection bodies of the municipalities potentially impacted. The main objectives of the PAE are to preserve the safety of the dam and protect the communities located downstream.
The safety of our dams is ensured based on the routine monitoring and control of the safety conditions of the project’s structures, carried out by specialized teams, using modern technologies and supported by technical and management processes appropriate for this purpose. The dams at our Plants are safe, and are in full compliance with the guidelines defined by the Brazilian legislation on Dam Safety, through Law No. 14.066/2020.
It is important to point out that in the Self-Rescue Zone (ZAS), an area located immediately after the dam, we installed audible warning sirens and emergency signs as a preventive action to reinforce the safety of the populations located in these regions. It is worth remembering that emergency actions in the ZAS will be carried out in conjunction with municipal civil defenses and with the participation of local communities.
Each dam has a specific Emergency Action Plan, which is updated annually and shared with City Halls and Municipal Civil Defenses. In the PAE of each dam, all the necessary information is presented so that the protection and civil defense agencies of the municipalities located in the ZAS can update the Municipal Contingency Plan (PLANCON), as established in the National Policy for Protection and Civil Defense (Law No. 12. 608/2012).
